Sovereign nations don't want be treated like puppet colonies for having accepted aid from the US.

It's like a neighbor helping you fix your roof and afterwards he brings some of his personal effects over and commandeers your spare bedroom forever more.

That's a country Americans invaded for profit 2 decades ago. They didn't accept aid from the US as a sovereign nation, they were destroyed by it and rebuilt to be a puppet state.
