I had not paid that much attention to the other flags.

Upon closer inspection I noticed a flag missing (Coast Guard?) and flags are dragging the ground.

The far right is called the "position of superior prominence". But that's only if the flags are in a row. If the US flag is in front of the others, such as you might see in a parade, then it goes to the middle.
