You are confusing Russia with USSR. Ukraine had been a member state of USSR, until it dissolved.

People care about Ukraine because of the Budapest Memorandum of 1994. Ukraine agreed to give up its nuclear ICBMs in exchange for the U.S., UK and Russia agreeing to acknowledge its borders and sovereignty as well as provide defense if attacked.
