If the recipient is a declared enemy or a sanctioned country I would think yes.
It depends on what strings were pulled in exchange for the bribe.
For example if he assisted in circumventing an arms embargo by leaving behind military equipment, vehicles, and arms in a foreign country US troops withdrew from in exchange for the bribe, , that could be construed as treasonous I would suppose.
He could have taken a bribe to end the Trump administration's increased tariffs on China.
He could have taken a bribe from China in exchange for not closing the border or building the wall making it easier for fentanyl, for which China manufactures the precursor chemicals to produce the drug in Mexico, to be shipped and distributed throughout the US.
