They’re contaminated. They bring their philosophy and voting habits with them and contaminate their new state of residence.
They should be allowed to vote in national elections, but should be residents in their new states for at least 3 years before they are allowed to vote in local elections in my opinion.

NH allows people with out-of-state driver's licenses to vote. They do this for people who have moved to the state and haven't had the necessary time to get an NH license... There were more than enough people who were allowed to vote based on this in 2020, to give the democrat senator candidate the win... Checking after the election, revealed most of the people who voted like this had not exchanged their driver's licenses...
