Well, OM was wrong. The people who were around or near Epps didn’t fall for his bullshit. In fact, they called him out on it, told everyone that he was a Fed, and even said “No, No” to others around them when he was exhorting them to “storm the building”.

Don’t be daft. If I walk into a bank and hand a teller a note demanding cash, but the teller didn’t comply and I left empty handed, if caught I would be charged just as if I had been successful and left with cash.
