Not at most of the stores in Toronto, they just tell you to spend $1.50-$5 on a reusable bag which falls apart after a few uses and is non-recyclable so ends up in the landfill which is probably even worse than recycling a plastic bag.
I guess the irony is all the items purchased is wrapped in plastic. Even clothing is packaged in individual plastic before it gets put out for consumers. Tons of plastic is used in the consumption of consumer goods. The solution is to force biodegradable plastic use. But the lack of biodegradable plastic factories is a reality. America could make more jobs if it had more bio degradable plastic manufacturing plants.
