Except that Israeli Arabs might beg to differ.
From what I've read, heard from a non-Palestinian American visiting there that security kept mistaking for one and so constantly hassled for ID and a gazzilion questions about what she was doing walking about in public, and a pair of Christian Israeli Arabs I met once here, constant harrassment, nightly curfews and water turn offs and blackouts while the other side of Jerusalem suffers no such shortages.... things aren't so pleasant. And this is everday life, not during some emergency lock down.
