Maybe. I am due for an eye exam. But my eyesight isn't required to know when someone won't just say yes or no, and what that means.
The refusal to answer the question yes or no means you're answering it by not answering. In this case, your answer is actually yes, because you won't say no.
And the part about going double for the Israeli govt pretty much explains why you won't just say no.
