Never forget PR's government sat on all that fresh water Trump sent them.

Trump, in addition to waiting 13 days to go to PR, - which the fricken addled bumbling idiot didn't even know was part of the USA despite being from NYC himself (which has more PRs living in it than San Juan does) - stalled aid relief after the hurricane, and basically didn't want to send them any.
He also tried to minimize the reported amount of damage and impact from Maria - the biggest natual disaster in US history - as well as the number of deaths.

FEMA and which ever emergency departments shouldn't even have to wait for legislative or executive permission to do their jobs. None of the other departments don't have to do that so why does FEMA. Sure there is 10th Amendment issues but still nowadays a compromise between state, local, and federal level of government can be done.

Just a 911 call and unlimited budget at their discretion, huh?
