A 20% reduction of 100 cases today is great if the number of addicts didn't double tomorrow creating a net increase in the total number of of cases.

Why shouldn’t we help drug addicts? Also I’m pretty sure it can be dangerous to stop cold turkey. Drugs are made the most unsafe due to dirty needles and syringes and due to their unreliability as a street drug.
