The shift became noticeable across the educational board at some point during the early to mid 1990s, but obviously the general poisoning of civilization inside both public schools and colleges began years before that. It just took that long for the nation-hating Left to gain nearly total control.

Some states skew towards lower literacy rates in English because of larger immigrant populations with many obviously not fluent in English,
Yet others don't have that as a significant factor, yet round out the bottom pretty darn well,,,
