the only reason why anybody even needs to rent a house is because the government made it almost impossible to build them, and then overtly expensive in the few instances it allows. They also won't build any and bring in hundreds of thousands who need houses to compete for whats left.
You can buy cheap crap because of the free market in retail, you can't buy cheap houses because theres no free market in property and land owership.
