Every single type of social media app is like this.

Because of a law that prohibits Imgflip from tracking user data of underaged users (i.e. below 13). To avoid this, Imgflip states in the Terms that you can not create an account when you are still below 13. But I see they rarely enforce it, using the guideline as just a tool to not have them liable.
