Well, if true - that would actually have been a successful way to get a conviction on an Impeachment...going with emoluments clause... But the DNCIA Democrats will never raise that issue, because it's something that many of their folks have done, and will continue to do. Like with Mark Rich.
As far as I know, John Kiriakou - the accidental CIA whistleblower on the torture programs of Dick Cheney and co. (prosecuted by Obama, Dick Cheney's cousin, and the son of a CIA Agent) - who was shaken down by a Trump Impeachment adviser on the question of a pardon (necessary if he ever wanted to work again, with a Security Clearance), never got his pardon. So it's not exactly a quid pro quo.
