This isn't a serious proposal. Half-assed measures like that aren't going to accomplish the real goal, which is to rid society of guns, but they won't be honest about it and say so.

Also, except for the 18th amendment (Prohibition), the Constitution only tells the government what it may or may not (the first ten amendments) do. This turns that principle on its head.
