Unfortunately this is exactly what it means. There are two tiers of justice in this nation and liberals are just FINE with that because it benefits the corrupt to the core Dem Party. They are useful idiots, of course; and anyone having read history KNOWS what eventually happens to useful idiot liberals once leftists win total control of a nation.
