Reminds me of one time robberies against people in wheelchairs was going up in Ottawa or some other large city like Toronto so the head of the police department pretended to be in a wheelchair to catch someone trying to rob him. People knew about the issue and told him to be careful, watch out, gave him money, etc. Eventually nobody robbed him so he stopped doing it and wrote and article about it, and the robbers were so scared they would accidentally rob a policeman that the crime rate for robbing people in wheelchairs started to go down.
