What are the odds the guard will only be assigned to hand out food and water? I highly doubt they will be involved with repelling anyone crossing the border.
I think you missed the part where it's because since we are easing Covid restrictions, more people might be moving into our country, which will need more security.
Why would you need a lot of troops on a border when not a lot is coming through?
