This has been a thing for a long time in Java. There's even resource packs to increase the texture's quality on shields.

Hopefully that becomes something Vanilla Minecraft has because damn those banners get downgraded

I doubt it will be added to vanilla since it's not necessary to gameplay and such.

That's a shame because the banner designs get ruined so much when put on a shield
