I mean I won't say no but probably yes.
Government spends trillions and nothing gets built, nothing gets fixed, nothing improves, no problems get solved....it all just gets flushed down the drain with just enough paperwork to account for 10% of it.

So yeah, the idea that major infrastructure doesn't get repaired...ever... is probably the most likely explanation. At least with a 90% chance.

I can assure that Union Pacific RaIl Road has a comprehensive track maintenance program. But Is anything anywhere 100% perfect?
