that being because the results of the presidential election are not officially determined until after the new congress comes in. In 2021, the electoral votes were not opened until January 6, 3 days after the new congress would have come in. However, in this stream we have always determined the results the night of, and inaugurated the next day. No new congressmen has ever been given a seat in congress before the president was inaugurated, let alone before the results were announced.
