That’s cause of zoning laws. If there is going to be so many areas where it’s only allowed to build single family homes, then when companies finally fight for a place where they can build anything, they would want to make a profit by fitting in as much people as possible. So they build skyscrapers. Which is why most places in the U.S. are either copy and paste single family homes, or ugly skyscrapers.
