Tools can change for many reasons. Neanderthals never changed their tools. They used the same tools for thousands of years. Combine that with their anti social nature and small-family groups that prevent the exchange of new ideas (that would lead to the change of tools). Humans however have been changing them for years and depending on the clan and environment.
