She's just misinformed and mistook ratio (United States Government spending COMPARED to GDP, as in a fraction of) for actual revenue collection. The GDP doesn't go directly to gov't coffers, and we operate at a deficit. So the % is basically a comparison.
Also the figure she cited matches the usual long term average, except for 2020, when the figure hit a record at nearly double with 47.66%, and 2021, when it was 43.6%
