They do care. It's just that most of the time, it's not at the top of their list. They often prioritize important things. But eventually, a popular suggestion will be incorporated into the site.

They actually do care, it depends on how many people support your “Idea/claim/suggestion”… just like the “Custom icon”, many people requested that and so they made a custom icon… not the type we wanted… but it’s there

But some ideas were shot down because they were so high in demand, to the point where they were completely overrun by the same idea, so they had to shut it down. Group memechats is so far the only example of this. It's shot down.
Soon will be Editing Comments or Custom PFP's since they're in such high demand.
Another reason is Money. The Dev's give out LOTS of Money to those who help create things to improve the site.
This is one of the reasons why the 2 Color's are Pro and Pro Basic. They need the money to help the community.
It's a fair trade from how I see it.
