Is it possible that voters in both cases weren't aware that the candidate on the ballot had passed away and/or ballots had already been printed at the time of voting and/or said candidates hadn't passed away when early and/or mail in voting occured?
I'm not sure about the one in PA, but according to Wikipedia, when voters in NV showed up to vote in person, there was a sign notifying them that Dennis Hof was dead, even though he was still on the ballot
Speaking of scams, imagine a sitting president promising to erase all student debts only to be told that's illegal and say nevermind conveniently after a midterm election.
