"kill" vs "cut".. eh..
I think this is more or less part of the bigger picture general republican philosophy... Basically repubs want people to be more responsible/ less dependent on government. They want to cut Social Security and have people save their $ themselves for retirement (or invest). They want the poor to be able to opt out of having/paying for health insurance. They want to cut food stamps & welfare (the democrat "plantation" as they call it). They want people to have sex responsibly (....no abortions if you get pregnant).
Which would sound cool... theoretically... IF people lived responsibly. But they don't. I mean many people in our society are generally productive, responsible people. But many are also not. Many are various types of addicts, homeless, and have mental health problems too. According to Johns Hopkins 26% of Americans ages 18+ have diagnosable mental disorders... Sounds about right.
