I don't believe the Sitewide Moderators would consider this creation NSFW in streams owned by the site, so it appears (in the absence of a Stream Rule) the Moderator who marked this image NSFW is applying their own standard.

I’m not sure this template is inherently NSFW, since a woman wearing a form-fitting shirt without even showing any cleavage at all is something you’d see any time you step out in public, unless you live in Afghanistan. The template is plainly humorous/creative rather than sexual. In my opinion. Also, it’s a cartoon. I think you can find humorously large-chested women going back very far in the Disney archives.

Finally, the meme as altered is so scribbled over with text that you can’t even really see her boobs. It’s totally political, and flagging it NSFW betrays political bias, some unjustified discomfort with anime and/or depictions of women, or all of the above.

Every country lies during war. It's called propaganda. EG: "Our pilots must have great eyesight, because they eat carrots!" (WW2 missinformation cause the allies didn't want everyone to know how good their radar was...)
