In a sense, it was holy because it saw itself as the protector of the Christian faith, was an empire because it had an emperor, and was roman because it saw itself as the successor to the Roman empire.

Again you are referring to the feudalism system (no freedom for the serfs but plenty for the nobility), which the monarchy originates from but is not bound to; monarchy can work in other economic systems and political structures.

The German Empire, Britain, Italy before the fascist coup, and Austria-Hungary.
