Surplus means it gives more than it takes. Two years in a row. This year CA is generating $98bn surplus. Last year it was $76 bn.

And Cali gives the federal goverment how much?

Where is the surplus in California when they still have:
1) 3rd wold country roads
2) dirty water with narcotics
3) homeless problem
4) gang and crime problems
5) needles everywhere
6) homeless crapping everywhere
7) people fleeing the state
