It’s what a lot of welfare recipients do. They use an address on this side to collect the check and then live on the other side. There are literally thousands and thousands who do it. Residents of border cities can cross pretty freely back and forth and game our system.

Many of them are Citizens who speak Spanish or have ties to the area choosing to cut costs by renting or living across the border where the dollar goes further. Same reason there are retirement communities down south because on just Social Security you can afford a decent life
