What party switch? It was Eisenhower who was the first president that wanted to sign the then Civil Rights Bill into Law and it was the Democrat ran legislative branch that kept shooting it down.
And nothing has changed. Democrats will still shoot down any decent law the benefits people unless it benefits them first.

Well, there's a buncha jag loads on here that keep bragging about it.
Figured I'd sum up the only evidence I've seen of it in my lifetime.

It is easy to prove which party cares more about Blacks or minorities. When democrats today boast that they were the ones who had brought in the 1960s Civil Rights laws and so that they are the ones who care for Blacks....Then just ask them what was the party breakdown votes for those laws. liberals will be quiet....because the know that just about 66% of the democrats had voted for those Rights while about 88% of Republicans had voted for it. Without the Republicans, those Civil Rights laws would never have been passed!
