The hilarious part is that the only reason Europe would even need it is because THEY did the exact same thing as America for the exact same reason.
Their idea of 'carbon emission reduction' is exactly the same -- stop making it yourself and import it instead , that way the emissions aren't on your land so it doesn't count.
