Well the main reason is the the president of the United States of America is not in charge of building pipelines.

The other reason is because of all red tape and environmental impact studies that have to completed before any construction can take place. And this compounds with each city, county and state governments they have appease. Then you got radical leftists protesting every inch of the pipeline.

If you cut all of that out they could have completed easily. Even if we had a fair election and Trump had another 4 years I doubt if the pipeline would still be completed.
