Doesn't have to be in Moscow; ionosphere bounce, direct-beam from orbit/aircraft, possibly narrow-beam from ground stations outside of Russia if there's a location that wouldn't be blocked by the horizon...social media's a good means of dissemination and all but given what's happening with random seizure and search of people's phones, hijacking television signals makes it harder to use as an excuse to lock people up and harder still to control...without cutting power to the whole nation, of course.
