That is a good point. However, if a company was closed but did not move production and then reopened, I don't think that would be creating new jobs. Brining jobs back would be creating new jobs.
I HAD TO CLOSE MY BUSINESS AND LAY-OFF MY 500 WORKERS DUE TO GOVERNMENT COVID MANDATES; A YEAR LATER I WAS ABLE TO HIRE THEM ALL BACK. DID I JUST "CREATE" 500 NEW JOBS?
