1. What is so special about the $2 bill with a red seal? Is it worth more or less than a regular $2 bill? I googled it, but the answers there vary widely.

You can't explain what the deal is with Red Seal US Notes?
Even knowing that, your meme still makes no sense, unless if maybe you're referring to them being non-redeemable for le metal now.

Oh, and just in case, check for values before you go spend them on crap in case you really don't know. I've heard of people inheriting silver dollars go spend them as a buck and have gotten rolls of Kennedy halves from a bank that had 40 - 90% silvers mixed in.
