TBH, I don't think they tried very hard. They wanted to have their cake and eat it to.

Just like climate change. You wanna save the human environment? Turn off the grid, brick the iphones, no more streaming, go back to bicycles and horses.

It all comes down to how bad you want to do things. Govts would rather lose some citizens than stop the spread.
