I agree. If someone asks for upvotes, its up to the viewer if they want to or not. Otherwise ignore them, do not harass them, even though you do not like how they profit. That is the whole point of a downvote.
The problem with authority like that is it can be abused. Who exactly is the arbiter of what constitutes upvote begging? Just Mod discretion? Is there any path of recourse?
I'm pretty sure if you got 10 different people together they would have 10 different opinions about which memes are upvote begging at the fringes of the issue.
It's not impossible to implement something fair but will be challenging to arrive there without a ton of drama.
