A lot of it was jumpstarted from Tito's death, if I recall, since he was the gentleman holding Yugoslavia together. Although the steps seem convoluted, I wouldn't be surprised if Moscow had tried to utilize Tito's demise as a way to rid the nation, since Yugoslavia for the latter part of the Cold War was neutral; at least not exactly beneficial to the Soviets.

Both Dubček and Tito were communist they could see that Stalinism was not the future. It was clear that the old school CCCP feared them and needed out of the way.

Part of me wonders what would've happened if Tito had been around just for a little longer.
