States' constitution on "welfare" and their so called mandates do not overrule the constitutional right to refuse unwanted medical treatment (5th amendment).
HOWEVER, the 10th amendment also states that the federal government has only those powers delegated to it by the Constitution, and that all other powers not forbidden to the states by the Constitution are reserved to each state.
Meaning that an individual state does NOT have to enforce the vaccine mandate if the so choose, protected under both the 5th and 10th.
