Yeah, trump did suggest it, but did he do it? No. Did biden do it? Yes.

Trump military advisors said not to do it until the conditions were right. From what I'm reading, they told him to wait for winter. Biden did it in the summer - when all the fighters were in country and there were no weather barriers.
