Rural Individual home owners collect rain water and purify it all the time in Hawaii. Texas has their own Tank Town which uses the same practice. Hell there might even be a way to make energy in the purifying process if engineers were smart about it. Everyone has good points and comments to this thread.

You have to purify rainwater before it's safe to drink, and that's assuming it isn't something like acid rain where there's no way you can really safely drink it.

Just to collect it is illegal, though. Even if you use for irrigation again, it should not be illegal.

Oh I agree that that's BS, I'm just putting out a Public Service Announcement to not drink water that has not been purified, because that's not a good idea.

And if what everyone is saying is true about storing water in tanks being illegal in CA, Then CA is doomed. Half of the mid west have Water Towers full of water which are tested yearly. But the down fall to that is bird poop and the purification process, not to mention all the water in the Midwest is tainted by the use of farming chemicals. But still having a stable storage of water is better than running out of water forever. They might have to create cloud water, or drink water from a dehumidifier. The best survival option for people in California is making sure every house hold has a dehumidifier if the water shortage ever reached critical levels.
