Instead of new and intrusive government regulations or surveillance measures, we're encouraging Americans to be responsible and take action if they feel doing so will prevent harm to others down the line.
There are already intrusive government surveillance now. That's like communist China coming out with this and saying "this extra policy is not as bad as the policies as the ones that were and still are being implemented now."
