It's actually not a terrible spin.

Yes, many Democrats have demanded that the police be defunded or seem willing to defund the police. However, the establishment Democrats (you know, the super evil bad guys?) are against the idea and are actually for increasing funds for police. The spin they're trying to come across is that Republicans are in favor of cutting federally funding (no Federal police remember?) for law enforcement. While, yes, the recently proposed budget has no wording for that, much as a supposed majority Democrats have called for defunding police (and not really acted on it) Republicans have made promises to cut federal funding which would include funds that would be diverted to law enforcement.

Good to know. Is it a centralized vs localized police-force situation?

It's more a perspective that any federal funding is a waste that doesn't go toward needs that directly affect Republican interests. So, if say the FBI do not align to their interests, then defund them.

Okay, so it's an expression that has no influence in any laws or legislation, but it will make the bumpkins go insane!
