The government is trying to do that, but it hasn't increased that much. It is working to an extent though but they're still very low and haven't reached replacement level since the 70s or 80s

That's fine. They want to get it to 2.1 by 2030 and they're making okay progress. It did slow down a bit this year but idk if it's just an outlier or the beginning of a trend. We'll have to see
