No. Critical Race Theory is based on Critical Theory which stated that it is societal constructs and assumptions that lead to greater crime, not psychology. Critical Race Theory does acknowledge that the laws of this country were written originally in a way that benefitted white people - because no shit they did.
It is also seen as a method for analyzing the laws in place to continue to identify any legacy or new laws that favor one race over the other.
Its about preventing future victims, not causing shame. If you are doing it right, you should feel sympathy and possibly outrage that your fellow human beings were treated that way. You should want to correct things like minimum sentencing guidelines that have harsher punishments for crimes committed by POC than similar crimes that aren't.
Seriously - the goal is to fix things, not to attack anyone. Hell, for all I know my ancestors were the worst. Don't care.
Is teaching about WWII about German shame? Pearl Harbor - Japanese Shame? There are people who should feel guilty about these things and should feel shame, but most of them died a long time ago.
