It's subjective and situational. I, for instance, am in a tax bracket where my taxes will go up if the policies I support are passed. So while I'm voting for things that will tax others as well, I'm not doing it because I personally expect to get anything out of it.
Similarly, if you don't want to pay taxes because you would rather choose the charity your excess goes to, that also is not greed.
If someone who doesn't have enough votes to tax people with excess, then I personally wouldn't call that greed.
I think it comes down to whether you have enough.
To be clear, I am just talking definition. Nobody is, or should be selfless all the time. Self care is important. Balance is key.
