because this is communism, there would be a socialist transitionary stage where the communes are sectioned out and electrical sources and water sources are established in the communes to allow for them to have water
there are basic rules, like dont kill people, dont steal anyones food, respect the environment, etc, and there would still be a peacekeeping force that only has authority over individuals when they have done something wrong
basically, everyone grows food for each other and for themselves, theres electrical sources and water sources that they take turns maintaining, and everyone's happy
